Cash-strapped Arunachal to implement 7th CPC

ITANAGAR, Dec 8: Chief Minister Pema Khandu's government has decided to implement 7th Central Pay Commission (CPC) in Arunachal Pradesh. The decision came after a cabinet meeting headed by Khandu here on Thursday evening.
Briefing the media persons Government Spokesperson Passang Dorjee Sona said,Chief Minister has decided to give New Year Gift to more than 70499 regular state government employees and 25919 pensioners by implementing the 7th CPC.
The government spokesperson added that implementation will be done from 1st January 2016 and the arrear from 1st January 2016 to 30 September 2016 will be paid in next Financial Year.
However, Sona informed that the implementation of 7th CPC would add financial liability of Rs 423.27 crore for 2016-17 to the state exchequer.
Informing that the payment will be made from Oct 1st to 31st March 2017 during current financial year Sona said, "Arrears will be paid in cash in two installments- May and September 2017". He further informed that employee who wants to get their arrears deposited in GPF will be allowed to do so and arrear would be credited to GPF account.
"The state has done lot of home works and calculated enough before taking decision to implement 7th CPC. The main engine behind state growth is our state employees, if we are not kind enough to compensate, it would become difficult for state to get into developmental mode" Sona said while adding that implementation of 7th CPC would bolster the state government employees to work harder.
Meanwhile, considering acute shortage of subject teachers particularly Science and Mathematics in various schools, the cabinet relaxed the existing criteria of 90-10 ratio for APST and Non-APST to 50-50 ratio basis.
Justifying the cabinet decision, Sona informed that the government has to take this call considering the shortage of subject teachers in the state. The Cabinet also approved to confer Gazetted Status to Post Graduate Teachers (PGTs) under education department. It is said that the state has 701 post graduate teachers.
Honouring the sacrifice made by Dy SP Late Bomto Kamdak in the line of duty, the state cabinet has decided and approved for awarding Dy SP rank to late Bomto Kamdak wife, Moyir Kamdak Basar on compassionate ground.
The government also decided to confer Gold medal with cash award to Nabam Rungkhi, the pioneer for establishing Itanagar as the state Capital.
It further enhanced the cash awards to the Gallantry Awardees; Param Vir Chakra-Rs 30 lacs to Rs 50 lacs.
Ashok Chakra -Rs 25 lacs to Rs 30 lacs.
Maha Vir Chakra -Rs 25 lacs to Rs 30 lacs.
Kirti Chakra -Rs 20 lacs to Rs 30 lacs.
Vir Chakra - Rs 15 lacs to Rs 20 lacs.
Shaurya Chakra - Rs 15 lacs to Rs 20 lacs.
President's Police Medal for Gallantry winner will get Rs 3 lacs while Sena/Nao Sena/Vayu Sena Medal winners will get Rs 3 lacs.
Police Medal winners will get Rs 2 lakh.
Consumer Protection Council meets, CM for dissemination of information
ITANAGAR, Dec 8: Chief Minister Pema Khandu on Thursday chaired the 20th meeting of Arunachal Pradesh State Consumer Protection Council (APSCPC) organised by the Department of Legal Metrology & Consumer Affairs.
During the meeting, the APSCPC discussed measures to protect and promote the consumers rights as enshrined in the Consumer Protection Act (CPA). It also discussed on various initiatives being planned by the department for creating mass awareness about the consumer protection activities in the state.
Earlier opening the discussion, the Chief Minister observed that Arunachal being a hilly state with difficult terrain and landscape, it becomes difficult for the government to facilitate the departments with sufficient manpower and other facilities, necessary to carry out consumer protection activities. He, however, assured that during his tenure the state government will definitely try to meet up all the shortages the department is facing.
The Chief Minister suggested the department that in trying to disseminate information on CPA to the public, they must target the students, panchayat and women so that the information on consumer awareness reaches to the masses.
Chief Minister asked the department to initiate a note mentioning all the requirements of the department, which he assured to take it up on top-down approach so that no submission gets pending at the lower level. He also assured to fulfill all financial, manpower and vehicular requirement of the department. Further the CM asked the department to conduct regular sitting so that work progress and departmental requirements can be monitored easily.
Member council and Parliamentary Secretary for Planning Zingnu Namchoom called for proper policy mechanism to check vegetables and other grocery items for adultery observing that the vegetables available in the market are injected with toxic chemicals to make them look fresh.
Appreciating the government's move to introduce prepaid meter system for electricity, he suggested the department to carry out awareness at district level for people to install the machine. The Parliamentary Secretary also suggested the department to generate awareness on health insurance schemes.
Earlier participating in the discussion, Member Secretary, LM&CA Jokey Angu informed that it is difficult to get qualified people as member of the council at district level due to which the importance of consumerism could not percolate to the masses. He suggested that honorarium per sitting of the council members be enhanced since it has not been hiked after its formation. Angu also requested that lab testing facilities for consumers be also set up in each district.
Director of Health Services, Dr Moji Jini emphasized that drug testing facilities be set up to check the widespread of spurious drugs being marketed informing that North East has become a dumping ground of such fake drugs. He informed that the centre has made available Rs 9.6 crore for food testing laboratory and Rs 6 crore for manpower fulfilling manpower requirement in those facilities. President of Arunachal Pradesh Chamber of Commerce & Industries, Techi Lala stressed on awareness to be first generated among the council members through regular sittings, thereafter which they would be well-equipped to generate awareness to the masses.

DCM calls for people friendly innovative projects
ITANAGAR, Dec 8: Deputy Chief Minister Chowna Mein, who is also the finance minister, has called upon the HoDs for proposition of people friendly innovative projects/schemes to be incorporated in the next budget. He urged upon them to conceptualize bigger projects and suggest new ideas for a paradigm shift from the presentation of traditional budget.
The DCM was addressing the first day of the five days long Pre-Budget consultative meetings with various govt departments of the state on Thursday.
He asserted that there is no dearth of fund with the Govt of India but the need of the hour is to know how to avail the opportunities with the proposition of realistic and innovative projects that could institute landmark development in the state.
The first day of Pre-Budget consultative meeting was held under CSS, SADA, NEC, NLCPR etc with the Departments of Art & Culture, IPR, Research, Sports & Youth Affairs, Women & Child Development, Election, Police, Cooperation, District Administration, Department of Karmik & Adhyatmik, Department of Tirap & Changlang and Law & Judicial.
Commissioner of Finance & Development, Ashish Kundra, Secretary (Planning), Dr Joram Beda, Additional Secretary of Finance Y W Ringu, Secretaries and Directors attended the meeting.
Apex Bank launches SIMsePAY
ITANAGAR, Dec 8: SIMsePAY, a mobile banking solution was launched here on Wednesday last by Arunachal Pradesh State Co-operative Apex Bank in collaboration with YES Bank amidst the presence of Minister for Cooperation, Industry, Textile & Handloom, Tamiyo Taga, Secretary, Cooperation, GoAP, Onit Paniyang and GM, NABARD, S Satyanarayan.
SIMsePAY allows any account holder to do money transfers, pay utility bills and other mobile banking services without the need for smart phones or internet in Itanagar. The pilot launch takes place against the backdrop of the government's digital payments drive and is a part of YES BANK's ongoing efforts to broad base the digital payments infrastructure in India.
While elaborating on the initiative, MD & CEO, YES BANK, Rana Kapoor said, "YES BANK is committed to fully support the government's demonetization and digital payments initiatives. Through the launch of SIMsePAY along with Co-operative Bank tie-ups across the country, we will effectively aid our country's ongoing transition to a 'less-cash' society and eventually a 'cashless India'."
The SIMsePAY services have been earlier launched in Dehradun last week and in Khagaria, Bihar.
RSS chief to visit state Capital

ITANAGAR, Dec 8: Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagawat will visit the state Capital from Dec 10 to 12 next to take stock of the various activities taken up by RSS state unit.
He will address participants from all over the state at the Arun Chetna Sammelan to be held on Dec 11 at IG Park.
Replying to a question, if RSS influences religious aspect of the indigenous Arunachalees as alleged by some people, Prant Karyavah state unit Nido Sakter said that RSS do not believe in religious conversions.
"RSS is their well wisher," he asserted.
2nd edition of Nyishi art & cultural festival

ITANAGAR, Dec 8: The second edition of Nyishi art & cultural festival and Nyishi film award cum 3rd general conference will be held from Dec 16 to 18.
The three day gala event will have cultural competitions comprising of folk and war dance and traditional games and sports which will see participation of various delegates from all the Nyishi inhabited areas.
Local film showcase and director's meet and a symposium on Nyishi dialect-its importance and status in the society will also be held. The Nyishi film award ceremony will be held on the concluding day.
Informing this in a press conference on Thursday, Organizing chairman Ashok Sonam Tajo said that films made between 2013- 16 will be selected for awards this year.
He further appealed everyone to participate in the event and make it a success.
Nurses urged to be responsible towards duty
NAHARLAGUN, Dec 8: Joint Director of Medical Education, Dr. R Doye called upon the nursing students to become responsible towards their duty and be proud of their noble profession.
He was addressing a gathering of nursing students from various nursing school of Capital Complex during a day-long Indian Council of Medical Research (ICMR), New Delhi sponsored seminar on 'Occupational Health Hazards Risks and Perils on Health Care Industry' organized by Tomo Riba Institute of Health and Medical Science, Naharlagun at its conference hall here on Thursday.
Dr. R Doye further asked the nursing students to be well behaved and take proper care of their patients.
Resource person Radha Saini from ICMR, Delhi said that they cannot provide good service to their patients if they are not well-informed and skillful in their profession. Saini also advised the students to maintain professional ethics.
Naharlagun EAC, Hento Karga also asked the students to avail the training imparted by the resource persons from ICMR, Delhi and give quality service to the patients.
Registrar APNC-cum-Organizing Secretary, ICMR, Kenjum Karga and principals of various nursing schools of the Capital Complex were present on the occasion.
BRO takes exception to damages to defence road
NAHARLAGUN, Dec 8: Taking strong exception to damages caused to Pumgrung-Kush village defence road, the Broader Roads Organization (BRO) on Thursday directed the officers in-charge of the road to repair the same immediately.
The direction came when Kurung Kumey ZPC Sangha Tagik, Damin ZPM Lokam Pabi and youth leader Phassang Bunghi called on a group of BRO officers including Arunank CE in-charge S K Tripathi and 756 BRTF commander, J Rajkumar at the headquarters here to lodge complain as to how the road was damaged because of political infighting.
Both of them termed the damages caused to the two bridges, felling large trees and blocking roads with huge boulders and vehicles as highly objectionable as the GoI has directed to expedite all Arunachal Pradesh roads under its jurisdiction, including Sarli-Huri-Damin and defence roads on top priority.
Pointing out that such illegal actions would not be tolerated, the CE assured to write to the Chief Secretary to take immediate action against the unruly people responsible for such acts. He telephonically directed the road in-charge to meet the DC at Koloriang soon to expedite action to prevent recurrence of such damages in future.
The PRI leaders lauded the steps taken up the BRO top engineers especially, to engage locals capable of driving heavy equipments to facilitate speedy work.
Siddharth Kak to produce a series of short films on Arunachal
ITANAGAR, Dec 8: Documentary maker, television producer and presenter, best known as the producer and presenter of Surabhi (1993-2001) aired by DDK, Siddharth Kak informed Chief Minister, Pema Khandu that he will be producing a series of short films on Arunachal Pradesh to be aired on DDK National, shooting of which is slated to begin by January first week next year.
Kak, who had called on the Chief Minister here on Thursday further said that the DDK has proposed to air a documentary every week for one year on all the North Eastern states basically focusing on skill development and entrepreneurship.
Visiting Arunachal Pradesh for the first time, Kak acknowledged the huge potential of the state with regard to entrepreneurship in varied fields. He sought advice from the Chief Minister on important sectors that can be highlighted in his short films on Arunachal Pradesh.
While assuring assistance and cooperation to Kak and the unit that will come for the shoot, Khandu requested Kak to focus and highlight the tourism potential of the state, which is going to be the major game-changer in the future economy of the state.
Informing of the various sectors the films can focus on, the Chief Minister cited horticulture, games and sports, art and artefacts, fashion, etc in which people of the state have excelled and have potentials for more accomplishments.
He, however, emphasized on highlighting the 'Creative Quotient' of the youths while informing that people of the state are highly creative and this quotient needs to be tapped and showcased so that opportunities can flow in for them.
When Kak informed that the episodes will also include reality shows, Khandu expressed confidence that entrepreneurs and achievers of the state would actively participate in all the categories proposed.
The reality shows, as told by Kak, would facilitate healthy competitions among entrepreneurs and achievers in different fields from across the North Eastern states. At the end of the show winners will be declared and prizes given.
The short films are expected to be aired on DDK National by mid-January next year every Sunday and will run through the year.

Pradhan Mantri Surakshit Martitva Abhiyan launched
Itanagar, Dec 8: Pradhan Mantri Surakshit Martitva Abhiyan(PMSMA) was launched on Thursday by Deputy Commissioner Kemo Lollen in the conference hall of General Hospital, Ziro.
Addressing the gathering, Deputy Commissioner Kemo Lollen said that healthy the mother, healthier the child. Every pregnancy is special and every pregnant woman must receive care, he added.
Reiterating the important role of ASHAs and trained health service providers he said that they have to focus their efforts to reach out to pregnant women and guide them. They would be playing an important role in mobilization of the community and beneficiaries, he further added.
DMO Dr. Tage Kanno terming the Abhiyan as a very innovative one called for unified effort from all the stakeholders to make the program a success. He appealed to all the clinics and private practitioners to volunteer their services on 9th of every month for the noble abhiyan.
Dr. Derin Likar , DRCHO presented a PowerPoint on Pradhan Mantri Surakshit Matritva Abhiyan(PMSMA) . He informed that it has been introduced to ensure quality antenatal care to over 3 crore pregnant women in the country.
Under this campaign, a minimum package of antenatal care services would be provided to the beneficiaries on 9th day of every month at the PMSMA clinics to ensure that every pregnant woman receives atleast one check up in the 2nd or 3rd trimester of pregnancy by a doctor. If the 9th day of the month is a Sunday or a holiday, then the clinic should be organized on the next working day.
He also informed that even with improved access to maternal health care services, MMR still remains high at 167/100000 live births. Therefore timely detection of risk factors during pregnancy and childbirth can prevent deaths due to preventable causes. In phase- I General Hospital, Ziro will be the designated clinic and free antenatal checkups will begin from this month, he further added.
Gynecologist Dr Michi Tajang briefed about the logistic facilities available in General Hospital and assured to put in extra efforts for the first day of the PMSMA. The launch program was attended by Dr. K.Horming , MS General Hospital, doctors, nurses and health workers.
The Tirap district coordination committee meeting on Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) was held on Tuesday at Late Kamlesh Joshi, Conference Hall, under the Chairmanship of Deputy Commissioner I/c Techu Aran.
While briefing about the meeting, DMO Dr. Neeba Lowang spoke on Pradhan Mantri Matritva Abhiyan in details stating that programme will be officially launched on Friday at Tirap District. The DMO emphasized on the efforts and measures to be taken to improve the maternal health care system in the district through the programme and also to detect high risk which will improve the health care of pregnant women.
Deputy Director, ICDS, Aryoma Lowangcha suggested for listing of pregnant women at village level.
Deputy Commissioner Incharge Techu Aran said that maximum benefit for women's health with full coordination from all stakeholders is expected for the grand success of the program. He added that pregnant women of rural area must be covered in order to ensure cent percent implementation of the Pradhan Mantri Matritva Abhiyan in the district.

A scientific and cultural aspect of the Apatanis

ITANAGAR: Unlike most of the tribes in the state, the Apatanis have a stable agrarian economy, producing mainly paddy. They are both wet and dry manual cultivators. Their paddy fields are well developed and well irrigated by harnessing the various streams of the valley. Apatanis are famous in paddy-cum-fish culture. Under the initiative of the government, they have included fish in their age old terraced wet rice cultivation; cultivating fish along with paddy in the same plot. This gives them a nutritious food and income supplement. The project which was started on experimental basis around 1966 turned out to be a big success. Apatanis have started commercial production of fish since the eighties. Also they obtain fish naturally occurring in the rivers and streams; some of which are considered sacred and have cultural value.
Animal husbandry is another popular occupation of some of the Apatanis. They are skilled in rearing Mithuns (Bos Frontalis) besides cows, pigs, goats, fowls and other cattle. Mithun, the cultural animal of Arunachal Pradesh is reared in semi-wild condition. Once it enjoyed the privilege of the status of state animal. A variety of bamboo is specific to Apatani valley; which is beautiful, straight and durable. Bamboo shoot of this variety is relished by all. A variety of pine tree is aplenty in the Apatani valley. These bamboos and pine trees in the valley are highly useful and have helped in augmenting economy of the people. Before the Supreme Court ban on non-forest timber operation, many Apatanis became rich through pine tree-timber business.
The specialties/delicacies of the Apatanis are such as what are locally called Pike and Pila (spicy dishes), Hulyi yoh (meat of preserved/dried bacon), pengu pwta yoh (meat of a special variety of regional wild bird), ngwlyang (a special variety of regional fish), etc. A black salt called Tapyo in Apatani is an indispensable item when alcoholic beverage is served in any important occasion. Weaving, knitting and necklace making have become a successful industry amongst Apatani women. Their male counterparts too are skilled in various kinds of crafts and other handiworks. Some of the Apatanis have business acumen too. In-fact many have made their marks in business endeavors. Unlike in other areas, the Apatanis could maintain the beautiful green forests in their surrounding mountains owing to the fact that they do not undertake slash and burn shifting cultivation. Normally nuclear families are prevalent in Apatani society. The inheritance of immovable ancestral property to a daughter is usually not sanctioned by customary law. However, there is a changing view current amongst the intellectuals in this regard. The eldest son gets the largest share of ancestral property.
The land ownership patterns of the Apatanis can be classified into three categories: 1.Land owned by individuals, 2.Clan-land and 3.Common village-land.
Land ownership pattern of an individual Apatani on the basis of use is of following types: i. Balu (Kitchen garden) ii. Aji (Wet rice field) iii. Yorlu (Kitchen garden located away from the village) iv. Bije (Bamboo garden usually located near the village v. Saadi (Plot of woodland located away from the village mainly growing pine trees) and vi. Morey (A large plot of woodland located farther away than a Saadi).
An offence related to violation of property rights is viewed very seriously by the Apatanis. A habitual thief in the traditional society was sure to meet with miserable ends, in-fact death. Slavery amongst them is non-existent now. Granaries of the people are situated at the outskirt of the villages for the fear of catching fire. For their rich scientific cultural landscapes, the Apatani valley has been bracketed as a candidate for the declaration of world cultural heritage site of UNESCO. World Soil Day at Tawang, Yingkiong
ITANAGAR, Dec 8: Krishi Vigyan Kendra, Tawang celebrated World Soil Day on Monday at Namtsering village.
Altogether 200 villagers and GBs and ASM under Lumla Block attended the programme.
Speaking about the importance of World Soil day, Programme Coordinator of KVK, Tawang urged upon the farmers to gain knowledge about Soil Health to get maximum benefits from the crops.
An exhibition stall was also organized for the farmers showing different agricultural technology.
Rabi Sammeelan was also observed alongside where the farmer- scientist interaction was held. Soil health Cards were distributed among the farmers.
Also speaking, GB of Namtsering village appealed the villagers to take benefits of such programme.
The Department of Agriculture observed World Soil Day on at DDA office, Yingkiong on Monday.
While briefing the importance of World Soil Day DDA, AD Panggam highlighted the importance of soil health and said that fertility status of the soil must be made known to the farmers for more production.
Also present on the occasion was DC, Tapik Pertin, who stressed that agriculture must be taken up as livelihood profession for economic upliftment of farmers and asked the farmers to do soil testing for more production.
ZPM, Bading Teng suggested the farming community to adopt double cropping for earning more income.
ASM Chairperson, Api Kombo, ADO (HQ), M Ete, ADO (HQ), Ameng Nangkar and farmers from Gette and Simong villages were also present. Soil health cards were also issued to the farmers.(DIPRO)
Team inspects project, claims project not functioning since inauguration
ITANAGAR, Dec 8: A joint team of Galo Students Union (GSU) and Liromoba Circle Welfare Association (CWA) led by its Presidents Binya Ronya and Marlo Romin along with senior citizens of the area carried out joint inspection of Liromoba MHS project at Ligo on Dec 3 last. They interacted with on-duty officials present at the project site.
"The project has been in a non-functioning state since the very next day of its inauguration. The no.1 turbine engine is totally out of order. Turbine no.2 is also not functioning forcing the power officials to manage electricity for the circle from NEEPCO," they claimed in a release.
Further informing that people of the area have also expressed their dismay over the non-functioning of the project, GSU said the local MLA and hydropower department should take responsibility and ensure its proper functioning by March next year.
Orientation programme for farmers held
ITANAGAR, Dec 8: One day orientation programme for the 4 newly promoted Farmer's Clubs of Lower Dibang Valley District was held at AMYAA NGO training hall, Roing on Thursday. The farmers club is being promoted by AMYAA NGO through the support of NABARD
The Orientation Programme was attended by 36 farmers from four Farmers' Clubs of Kangkong, Jimmy, Balek and Bomi villages. R K Paul Chawang, Secretary AMYAA made a power point presentation highlighting the background of the launch of farmers club by NABARD in 1982 as well as explained the five principles of "Development through credit".
Joseph Pertin, Chief Coordinator and Okep Perme, Associate Coordinator from Parbuk-Bolik Farmers' Club gave demonstrative input session on record maintenance such as meeting register, cash book entry, membership register and maintenance of voucher file. The farmers were also given information on the available centrally sponsored schemes through NABARD for the financial year 2016-17 by the Secretary of AMYAA. The participating farmers expressed their enthusiasm and interest in working together for the greater cause of the farmers in the district.
Army Recruitment Rally
Aalo, Dec 8: Out of 1666 aspirants from across Arunachal who took part in the Army Recruitment Rally held recently at 1 Bihar regiment only 249 candidates could make it through. They were selected after passing Physical Fitness, Pre Medical and Medical tests. 15 candidates who passed all tests have been put in wait list and will be considered only after removal of tattoos from their body.
The selected candidates will have to sit for written examination to be conducted at Branch Recruiting Centre, Jorhat for final selection in Indian Army. (DIPRO)
Director visits West Siang
Aalo, Dec 8: Director Women and Child Development Department R T Riba recently visited West Siang district and attended series of co-ordination meetings with Deputy Directors and Child Development Programme Officers (CDPO).
She visited Aalo East, Aalo West, Darak-Kamba, Rumgong, Kaying, Tirbin, Basar, and Mechuka during her tour. She inspected Project offices and various Anganwadi Centres.
Director Riba exhorted Anganwadi workers to do their duty on mission mode as they are serving the weaker sections of the society.
She insisted on Aadhar enrolment of ICDS beneficiaries especially Children (6 months to 6years) on or before 31st December. (DIPRO)
Training on Integrated Farming System conducted
ITANAGAR, Dec 8: In all 25 farmers, farm women and rural youths attended a day-long training on Integrated Farming System conducted at Nilang village in Anjaw on Thursday.
Speaking on the occasion Subject Matter Specialist, Agronomy, Khoisnam Naveen said Integrated Farming System is economically beneficial for farmers in order to enhance farm productivity and profitability at the same time reducing environmental degradation, improving the quality of life of resource poor farmers while maintaining agricultural sustainability and providing employment opportunities for the farmers year round. He further urged farmers to adopt integration of various agricultural enterprises such as cropping, livestock rearing, bee-keeping, fishery and forestry.
Later, a demonstration on drudgery reduction through maize sheller was also conducted.

ITANAGAR, Dec 8: Strongly condemning the act of vandalism at Panyu bridge at Ziro point, Sangram and Kush Bridge at Pani village on Nov 28 last, allegedly conspired by MLA-cum-Parliamentary Secretary (Home) Pani Taram, the Koloriang, Sarli, Damin and Parsi Parlo Youth Association has on Thursday called for immediate resignation of Taram from his post on moral ground.
Claiming that the Police are unable to investigate properly into the matter as the Parliamentary Secretary (Home) himself is the main conspirator and co-accused as per the prima facie evidence and FIR lodged at Police station Koloriang, the Association has demanded impartial investigation into the matter.
The 7th Lower Koloriang Youth Coordination Forum and Parsi Parlo Youth Association have also demanded immediate resignation of the Parliamentary Secretary (Home) on moral ground.
Further, the Nyapin, Nyobia, Sangram, Phassang Students' Union has submitted a representation to the Chief Secretary demanding early constituting of an enquiry committee on the issue and sought strict action against those involved in the act.
'The law enforcing agency has failed to initiate action against the vandals as few unscrupulous politicians of the area were behind the incident for their vested interest', it claimed and sought early restoration of the damaged bridge which served as a lifeline of the people of Koloriang, Sangram and Nyapin.
Early construction of BSNL tower sought
ITANAGAR, Dec 8: In a representation to the General Manager Telecom BSNL, the All Pakke Kessang Dissing-Passo, Seijosa Students' Union on Thursday demanded immediate construction of 40 M Narrow base (FL) Tower at Pakke Kessang in East Kameng.
Claiming that the BSNL authorities have not provided the required materials like 40 GM GSM, plates, SP 3 angles, anchor bolts etc. which have cause delay in early execution of the said project, the Union appealed to the GM to provide the same at the earliest.
The union also appealed to him to give directives to the Executive Engineer (Civil) BSNL, Itanagar, SDE (c) Tezpur to supervise the work and complete it in a month.

Interesting days ahead
After a month since Prime Minister Narendra Modi announced the demonitisation plan, the situation has not improved much at ground level. On November 8 Modi surprised nation by announcing the banning of 500 and 1000 rupees notes. Since then chaos is being witnessed in banks and ATMs across the nation. People are still queuing to withdraw money and banks are mostly running out of cash. Though government keeps on announcing several new measures to mitigate the crisis but it simply is not working. People of India wholeheartedly welcomed the move hoping that it will help to unearth black money but things are not turning out as expected.
Govt also promised that situation will improve after some days but it's been a month and situation is only going from bad to worse. The disgruntled voices are emerging. HDFC chairman Deepak Parekh who had initially supported the move today stated that demonitisation has derailed Indian economy. Besides hurting business, the move has also taken away jobs from marginalized sector. National media has extensively reported about how construction workers and transporters have been badly affected. It now increasingly looks like government did not properly plan while implementing this decision. Also the government keeps on changing goal post as per their convenience. At first they claim that demonitisation has been done with the move to curb black money but today finance minister Arun Jaitley claim that it has been done to take country towards digital economy. If government does not take more concrete step to improve situation, the demonitisation move might backfire on them.

Create better opportunities
Dear Editor,
At present most of the colleges in AP are offering BA courses at UG level. In the face of limited government jobs in AP, about 90% of BA students are without any government job. Furthermore, these BA students are unable to start any business.
On the other hand, our education has failed to offer job oriented courses to the youth of AP.
Therefore, I would request the AAPSU to kindly urge the education minister to introduce Bachelor Business Administration and Master of Business Administration in all colleges and universities of AP.
With such education, youths of AP will have options to start business and as well search for govt. jobs.
I also urge the AAPSU president to increase the intake of AP students in RGU, NERIST and NIT. RGU, NERIST and NIT are institutes that have been created for the Human resource development of AP by Govt. of India.
I request the AAPSU president and education minister to streamline the recruitment at these institutes according to GOI provisions.

Neglected is too mild a word
Dear Editor,
No kudos is enough for Pebi Mindo Romin for her letter, "Still a struggle for girls" (Readers Forum, December 7, 2016). She has, rightly, said, "It is a very sad thing that till today female child is neglected not only in the rural areas but also in the big cities." As a matter of fact, "neglected" is too mild a word. Girls are even being killed either in the womb (foeticide) or in the cradle (infanticide) in our country. India will have to adopt polyandry if boys far outnumber girls. Indeed, this message which is nothing but the truth needs to be broadcast loud and clear. Such alarm can touch a raw nerve of patriarchal mindset and gets in on the act of checking girl foeticide and infanticide.

Equal pay for equal work
Dear Editor,
I would like to write few lines about recent Apex Supreme Court order regarding “Equal pay for equal work”. As we know in various Department under state or Central Govt, lot of contractual/contingency staffs are serving with very little amount with heavy work load. They always seem to be very sincere and some of them spend their whole life as contractual/contingency staffs in a particular Department.
They have capacity to bear the work load but are paid the lowest remuneration/salary by the concern Department. It’s very sad to see their condition.
I am thankful to the Supreme Court for granting equal pay for equal work. Further, I request the concern Department to implement Equal pay for equal work as soon as possible for the wellbeing of the poor contractual/contingency staffs.

Recently Department of cooperative societies, have advertised the post of Auditor
vide order no-
Staff Selection Commission (SSC) conducts exam for various post including Auditor and Assistant Audit officer, here also the education qualification is graduation in any discipline. Yes the desirable qualification for the Assistant Audit Officer is chartered accountant, master in commerce or in Business. Here what we want to say is the post of Auditor is not a technical post and it can be held by any graduate. By making every post a technical one, you are squeezing the job scope of arts graduate.
Earlier, also there was hue and cry over the education qualification for the post of Treasury Officer, as the concern department had made the post a technical one and thus History, Pol Science, geography, literature graduates could not apply for the same whereas the post of treasury officer was part of APPSC combined competitive exam in which graduate from any stream could apply.
We would like to ask all the Departments, if the entire state Govt. job is a technical one, then where we will we go? What we will do with our degree and master degree?
If the department is determined to make every post unfit for Arts graduate especially History, Political Science, geography and literature, then Please Govt of Arunachal Pradesh should shut down these subjects in schools and colleges. Why the state government is making poor parents pay for the education of their children, when their degree are going to be rejected for the Government job? All we are asking is to give us a chance to compete with others.
